As the services consider options to privatize aspects of communication, both the opportunities and challenges require thorough consideration.   1. Not a new idea!! We have always used a mix of contractor and military personnel and systems particularly at posts camps, and stations and echelons above Corps. In the 30’s and 40’s (and later) we used systems like Western Union and the Bell System, prior to that Marconi and RCA had big military users, In Vietnam we had the IWCS. Security and interfaces were a big problem but we did it. To manage all this the Army had the Communications System Agency/PM-DCS(Army) and DoD had the Defense Communications Agency (DCS). If we go commercial we will need them again. As far as tactical goes commercial systems and the personnel to man them will be limited.
